I was thinking the circle line would allow people boomeranging out of the loop to UIC, Rush, Medical District to bypass downtown or let trains inbound transfer into the circle line to alleviate congestion at morning rush hour and run the trains into the loop from the forest park side which is not as burdened at morning rush hour. Reverse in evening rush.
