That last bit is something that makes St. Louis an absolute gold mine for redevelopment & rebuilding the street environment. It's one of the things I really love about STL and is a major key to rehabbing itself from decades of decline.

Nashville was always a modest city for so long and its success of the last decade and a half is finally giving it the "bigger city" built environment the core has really lacked outside the immediate downtown core.
