Penns landing is a more appropriate comparison and there are MASSIVE plans for that area underway, not that there aren't huge plans for the Morgan's pier area as well. Complaining about how underutilized the Delaware Riverfront is wasted breath. The changes are coming and they are comparable to what Battery Park is (on a percentage basis).
The entire stretch from Spring Garden to Washington Ave is being planned and built as we speak.
