Right if you go back to the original renderings the apartments wrapping the west side of the garage wrapped the south side as well. Later renderings after the unsuccessful buyout of Bella Luna continued to wrap the west facade treatment around the exposed south side of the garage, but that was an easy VE to take since much of this side could get covered anyway if a small multifloor building replaces Bella Luna in the future.
Also you are correct on the 8th floor windows. Those are for a basketball court in the fitness center. That whole box is getting covered with a perforated metal panel, so the windows will only really be apparent at night.
