Yes. The only thing that might threaten the project are the voters. The developer, Berkowitz, is using some private capital to fund the project, but its not enough. Public financing needs to occur. Hopefully the voters will realize the economic benefit. Over a billion per year in terms of revenue (Annual GDP increase).
