I'll be honest, of the three (3) proposals, this one has me least interested and inspired. No real numbers shown on how it would help the city, and the meeting seemed more to be a pitch on the whole 78 development, not the casino proposal. No real interior renderings of fly-throughs.
Ok, yeah, there weren't flashy fly-through videos of the interior. But their external fly-through images/videos were by far the best compared to the other two proposals. Hard Rock was almost exclusively interior fly through videos. While I would have liked have seen more from 78, I have no doubt their interior will look nice for a casino. I care more about the outside.... How it integrates with the neighborhood, how it has water activation, engagement with the community, etc. On those fronts, 78 won, and Bally's was somewhere between 78 and Hard Rock.

Ultimately, it comes down to what you want from the winning bid? Do you care more about a flashy casino that is dropped into the city and generates revenue? Or do you want something a little more integrated into the community? Personally, I prefer the latter, and 78 seemed to win over my vote in their presentation. I will gladly settle for Bally's though.

Hard Rock just felt "Corporate". They didn't really seem to have passion for being a part of the city. They seem to care more about shoring up resources for an investment that's guaranteed to make their shareholders happy. They distanced themselves from surrounding developments, and refused to make any statements about how they relate to the Bears.
