It's OK guys I found the money: Philadelphia spent $775M less than it allocated in fiscal 2022. Here's what it plans to do with the money.

Idk if it's necessarily a good thing that a lot of the savings are from positions going unfilled, but higher than expected collections on BIRT and wage taxes is probably a good thing, and it can't hurt to bolster city finances.
