Robert Randall of the Downtown Residents' Association is the subject of a pretty good article in the new edition of Monday Magazine:

A Victoria Visionary...

He seems to be on the ball. Check this out:

Interesting cover picture. Are they suggesting he's trying to walk on water? Victoria's notorious naysayers might think he's stuck in the mud. Anyway, we finally get to see what the oft-quoted Randall actually looks like:
