That new Sixth Street work at UCSF looks like surcharging...for those who don't remember, they install a bunch of wicks to draw water out of the ground and pile a bunch of dirt on the site for about a year or so to compress things. Helps prevent settling of the earth over time.
I believe the plans call for an interim parking lot in that area until it's time to develop it permanently with parking garages and the proposed tower along Owens.
