Caltrain is trying to get entitlements to build offices on their current parking lots in Diridon, right outside the train station and a block from the future BART station, before the neighborhood cap is hit.

The article does not say anything about whether the Sharks will sue them because they are getting rid of the existing parking lot, and some made up calculations they always use that basically developing anything in the neighborhood requires parking therefore taking away from their parking. Despite the obviously dubious logic there that anyone would pay $25 to park there during a Shark's game, when they could take BART or VTA or Caltrain to work.
