the OMB is essentially a court that handles municipal issues. they often rule in favor of developers as developers tend to 1. be able to spend more on lawyers than the cash-strapped planning department and 2. the city often denies applications due to rather silly local opposition, when there are already precedents in the area for that kind of development.
