From the construction milestones details on
https://www.theperelman.org/construction-milestones, the information still shows the final phase of construction as taking place in Q1 2023. Given delays in completion other projects at the site (such as St. Nicholas Greek Orthodox Church), it's possible the PAC will open later than that, such as in the summer of 2023, unless construction starts speeding up soon.
Right now it appears interior work is still finishing up. The only noticeable new development on the outside of the PAC appears to be what looks like the beginnings of an awning,
as this post from skyscrapercity forum suggests.
