Is this perhaps the beginning of the tunnel for the second mid-field terminal extension? It doesn't really look like the right location.
They were breaking up the concrete on the tarmac and had about 12 different pieces of equipment.

They are still working on approvals for the global terminal and remote gates. Draft Environmental Assessment just came out. This needs to be approved before they can start any of the remaining major announced projects::
