pretty sure he designed double glazing and other features to better withstand the elements/ test of time, the developer just cheaped out? but yeah this building never seemed to want to be the most practical.

$1.2B in today's dollars. and idiotic yes but 400 N Wabash was not above an active train station (the busiest, as you mention) and don't count me shocked if it turns out that specific developer cut corners in one way or another.
