In other words, the short answer is YES, of course.
A medical facility serving a region, as UCSF does, needs some parking because it serves people who don't live in SF and have to drive from the CV, far North Bay and other distant places to get the highly specialized care available in CA only at UC and places like it (such as UCLA down south). If you live in Eureka and get cancer, you may still very well want to come to UC.
But ultimately, I would expect nearly all the parking in Mission Bay to be in multi-level structures or underground and none in the kind of surface lots seen in current photos.
