I would make the plane shape at the top basically a triangle.. a delta-wing plane.. rather than a typical swept-wing plane. This will allow for a more efficient –and better looking– support structure (the "needle" part) under the plane.
I would also design the cross-section of the "plane" so that it doesn't generate any lift or downforce in the event of a tornado
Finally, at the base of this thing, you could have an aerospace museum, and have it designed like a modern airport terminal

Thank you I love your design idea. The museum sounds awesome and I would like a restaurant to be put in as well. Another thing is sharing the names of the people who brought the aviation industries with their names posted on a plaque. I will share this with the city.
