This is going to sound bad, but I wonder if that was a deliberate decision to remove the green areas so low income persons/homeless would not have a place to congregate. A park near a major bus station with plenty of tourists would be an excellent place to panhandle.

I’m sure I’m wrong on this one but the thought crossed my mind.
