If you're talking with wind chill sure, but if not, Halifax certainly doesn't. We've never had a recorded temp -30C or lower based on the official weather station at the airport which is well outside the urban heat island and further from the moderating effect of the ocean. For us, anything below -10 is severe cold with the most extreme polar vortex events usually being -15 to -20.
