I believe it is to speed up the review process for large buildings. If you've ever seen a full set of plans that can be ridiculously detailed, especially for something like an office building. Takes a lot of time for all those MEP details to be reviewed, but not much time for the general foundations and structure. So I think they issue those permits first so they can finish reviewing the rest of the structure as they break ground on the foundation.
