And that's where the problem lies: the big "if". Just getting all those parties to work together (especially the Bears and Lightfoot/City) would be a miracle in my opinion. The relationship between Lightfoot and the Bears is especially sour.
It sounds good in theory, but IMO the Bears are set on making the Arlington Heights gig work, and if you can't get them on board the plan falls apart.
