My cousin’s family from Atlanta came to Chicago to vacation and see the sites and attractions a few years ago and they rented a car for literally no reason.

If you're flying to O'Hare or Midway and visiting family in the suburbs, a rental car makes sense. The transit system isn't set up for suburb-to-suburb trips.
If you're arriving at Union Station
on a train, you have easy access on CTA or Metra trains to every corner of the region.
