I think that this is the building in question, although LAPL's description says:
"The Insurance Building on the northeast corner of 3rd and Hill Streets. Bicycles and horses-and-buggies are parked next to the curb." There's no mention of "Conservation Life" or "Exchange". There's also no sign of the cigar stand.
