Wait...what? Not being an architect or anything related, I had no idea that that was a thing.

So, just so that I understand this correctly, you're saying they tear down an old building, dig the hole needed to excavate the old building's foundation but then, instead of just continuing on excavating for the new project, they fill in the hole and then dig it again? Have I got that right? If I do understand you correctly, what on earth is the reason for that?
