Posting the Phase plan from the pdf above for easy reference

Though Phase 5 is an eternity away in 2029, a near 700' that far north would have a massive impact. I believe it would be north of the Hancock tower even.

Given how fast JDL has been delivering though maybe they are just being conservative with the timeline.
