I don't know about any pause since November, but my closest two pics from that time frame are from August to January.
It looks like there were about 10-11 floors added between that time frame so 1 to 2 floors per week? Sounds about average? There were a couple of weeks of really low temps and some passing snow storms as far as inclement weather goes.
Also, it's very possible that the location of the guy doing the Youtube updates moved up a few floors in his building. From that perspective, the tower wouldn't look like it grew as much.
