I think he is talking more about how Downtown is massed and how impressive it looks especially south of the Colorado River the way the towers are lining up, taller ones rising above the the waterfront towers. Also consider the park system that blends into Downtown. Austin only has one expressway bordering it's eastern flank, but no others. That puts Austin in a very unique position with regards to the other Texas cities. Austin does not look like a "typical" Texas city.
