Of course they could do the project without the state funding. It just requires changing the scope to not include an unnecessary transit center. Anchor the project with the casino instead of the transit center and offer no state subsidy. They can then package this with a deal for the Bears to remain in the city and the doming/renovation of Soldier Field.
