In NYC he tried to make things better and only succeeded in a few areas before Cuomo sacked him. It's not because he did anything wrong, but because the changes he was making made MTA veterans and politicians uncomfortable and they screamed to the governor. The same resistance will happen at Amtrak, so I hope he has a plan to deal with it or he will not be in that position for long.
I guess it could also work if Biden/Buttigieg go out of their way to support him.
