Its owned by CITGO (which is owned by the Venezuelan government) and was supposed to be donated to NJ in the 2010s. According to this CITGO's industrial activity was supposed to end in 2017 and then they are responsible for restoration before it is transferred to the trust in NJ. Not sure what the status of that is.
