Some great thoughts here. A significant transformation of 300 West between 900 South and 2100 South is scheduled to get started next year incorporating some of your suggestions (see link below). In the second phase, changes will be made between 400 South and 900 South. Unfortunately, beyond that point my understanding is that 300 West is owned by the state, so the city's options are relatively limited without significant discussions and conversations. The same thing is an issue with State Street, although I know there are also some ongoing conversations with the State there. I don't know anything about West Temple.
