Trying not to be contrarian here; but are you talking "vast majority of buildings over a height sufficient for every skyline viewer to see it"?
It's not the necessity of a blank wall that triggers me; but rather how it's treated aesthetically...
...And hence, my lament over SkyHouse. I've not seen one photo of that building's Madison Ave. profile that shows what looks to me like naked concrete in any remotely flattering manner. 5 Beekman doesn't hold a candle to that.
With this tower, I don't see a blank wall anywhere. It looks like a moderately detailed glass curtain wall...or perhaps one of two kinds. We need more details.
