I think a TAP card system like in DC and LA would work in Philly.

As mentioned before, SEPTA is underfunded by nearly $300 million. They have stated that in order for them to function properly, they need at least $600 million. They have been trying to implement a fare card system for quite some time, but have not had the funding to do so. Now that they are receiving more funding, I would imagine a new fare system to be implemented shortly.
