Maybe, but about 1/3 will be for the Port Authority (it will be their new headquarters) and another 1/3 will be for some City offices. That leaves about 1/3 left. Similarly, the Freedom Tower will house Federal and State offices, as well as the China Center. That leaves towers 2 and 3 (and possibly 5) for companies that might want consolidated offices or a signature headquarters.
