Ideally, the state would mandate that cities have to allow a certain amount of growth. In that scenario, cities would upzone by mandate, and typically focus their growth around transit and in existing commercial areas (avoiding most SFR areas). In other words, like Washington state has been doing for many years.
Then maybe you could pass legislation mandating that SFR areas allow let's say four to six units in any significant city. Like several states have done.
