If you are using a phone to access the epermits site, I would highly recommend switching to desktop view. I have generally found the phone view to be broken, as you shouldn't need a login to just access the info (login is for people theoretically filing applications). Once you switch to desktop view, you should see a screen with a horizontal menu bar with the options "Home", "Search", "New", and "Schedule". Click "Search" and choose the option "Planning/Signs Applications". In the search options, change "Record Type" to "Preliminary Site Plan Review", and you should be able to see this project as the 2nd top option right now.

FYI, the easiest way to access the epermits site without this link is to first go to the Tempe Community Development page (first website that comes up when you google "Tempe Community Development") then on that page click the orange box that says "Citizen Access Portal".
