I don't see why we can't plan for extraordinary circumstance. It's like Nathan Phillips Square and the Peace Garden. The square looks a lot more barren without it in the centre. It was moved for all those extraordinary circumstances where it was in the way of people's movement
Yonge devoid of furnishings and landscaping isn't an issue if the rest of downtown is pretty. The BIA has renovated a few spaces off Yonge like the walkway to Granby Street. It's a nice place for a guy to relieve himself but it's a missed opportunity to provide a space for mom to sit. In any case, more Yonge adjacent sites can fulfill the role.
