I personally prefer the jail to be on Rikers, not downtown.
The only plus for the downtown jail is the expedience of shuttling inmates to court and back. However, a lot of inmates have cases pending in multiple boroughs, so they'd still be shuttled around all over the city and not coming from one centralized location like Rikers.
