Looks like a proposal for a 20-storey building at the corner of Scott and Clifton, in Westboro. It's a couple of blocks from Westboro Station, where a Buddhist Temple is located.

It's by EBC, a construction company, and it'll be residential.

I like it. Some good quality stuff going up along the Scott Street corridor. I'm a little worried though that all of these new buildings, though quite nice individually, might feel disconnected as a group.

its time for some master-planning in the Scott - richmond corridor. A real community centre - a walkable, public-transit focused core -should be planned for this area. Ideally centred around the large buildings in the area, and perhaps anchored against a new... public library? central park? (anything that removes those 2 subaru lots in the neighbourhood?)

I'd love to see the transit trench covered to create a linear park.

Montreal-based EBC Inc. is asking for a zoning change to build a 20-storey tower at Clifton Road and Scott Street near the Westboro transit station. The current limit is six storeys. (EBC Inc. and NEUF architect(e)s)

The City of Ottawa has received a third proposal for a highrise tower on Scott Street near the Westboro transit station — an area which typically prohibits buildings higher than six storeys.

The other two projects have already been approved, with construction already underway on the site that used to house a Trailhead outdoors store.

Now, a proposal has been submitted by EBC Inc., a Montreal-based builder that was part of the consortium that built the new Ottawa Art Gallery downtown.

EBC hopes to build a 20-storey tower with 140 residential units on the site next door to the former Trailhead location. It currently houses two homes on Clifton Road and the International Buddhist Progress Society of Ottawa on Scott Street.

Zoning change required

The tower would sit on a podium, and the urban design review panel suggested it create a "continuous façade" with the 24-storey project next door.

The EBC tower would be some 150 metres from the Westboro transit station, which will be converted from bus to train usage once the second stage of light rail is built.

The City of Ottawa has been seeking higher density around transit stations.

The city planner is currently accepting feedback from the public on the zoning change that's needed before the tower can be built.

The proposal is due to go before planning committee in February 2019.

I like! The building looks very interesting, nice that all these future projects have different height, not nearly as boring the Claridge buildings downtown.

Interestingly enough, I believe this building is designed by the same architects as the claridge plazas.

IMO it needs much more refinement - it feels quite messy at the moment.

Good to see my prediction of Scott Street becoming a new high-rise street is coming true. It means I'm pretty good at predicting the future. :P

However, I hope that as that continues the ground level/podiums are appealing, accommodate bus shelters, bike racks, and new offices and retail and restaurants along the street.

The design is sort of growing on me, although I wish they had kept the different panelling as in the original design. The tower is a bit plain. The architecture firm NEUF architectes has work in Toronto, Montreal, and Ottawa. I really like their project called Solstice for Montreal, but unfortunately they decided the Andaz Hotel in the Byward Market.

I was thinking something similar to this just today. Ottawa seems to get a lot of ugly buildings proposed or built when there is such an opportunity to something much, much better.

Look at Westgate and Travelodge on Carling. There is a lot of available land there and adjacent to those properties to create a forward-thinking, innovative project consisting of multiple buildings that could rejuvenate that part of Ottawa. Merivale in that section should be redone and redeveloped as a traditional main street, as opposed to a student series of buildings with retail. But both Westgate and Travelodge proposals were designed by Roderick Lahey Architects with the same lazy blocky, grey brick highrise buildings (where one side is a mirror of the other)... I also take issue with a lot of RLA's buildings, actually...

Is this because most of the architecture firms are established in doing buildings in such a way that are cheaply done for developers? Is it because we don't have enough money or "competition" to warrant doing great buildings? We could be doing so much better than this...

I checked out the Kitchissippi Ward Newsletter posting about this project, and was excited that they'll be building 3-bedroom units!!!! 9 of them, in fact. They will have 141 units, but 148 car parking spots for residents, with an additional 13 for visitors, as well as 81 bike parking spots. I think that's a bit high considering how close it is to the Westboro transit station (it should be a lot less) and they should have more bike parking.

I received an email indicating they have updated the bike parking to nearly twice as much as before.

The applicants for 1950 Scott, 312 and 314 Clifton (Zoning – D02-02-18-0094) have submitted revisions in response to comments concerning active transportation and bicycle parking. As a result, the underground parking garage has been redesigned to incorporate more bicycle parking and with proper storage. 158 bicycle parking spaces are now proposed, including 16 visitor spaces. It was previously 79.

The remainder of the proposal generally remains the same.

The applicant provided the following summary with respect to the change in bicycle parking and designing the building for active transportation use:

Providing sufficient bicycle parking that is safe, secure and protected from the weather is considered a key ingredient to promoting the use of bicycles as a mode of transportation. For higher-density residential buildings, such as the proposed development, the availability of secure bicycle parking is a critical issue, as lack of secure bicycle parking may discourage the use of this mode of transportation by residents and visitors. The proposed development includes 158 bicycle parking spaces in the underground parking lot. This amount of bicycle parking exceeds the City’s minimum requirement with respect to the By-Law requirements and is considered a critical investment in encouraging bicycle travel and improving cycling modal share. In addition, 100% of the bicycle parking for residents is located in locked rooms, making it safer and more secure, thus encouraging people to use the facilities.
Cyclist will have direct access to the bicycle racks, and as such there will not be a need to bring bikes through the lobby. Safety mirrors will be installed in the garage, and signage will be provided to indicate the location of visitor bicycle parking.
The Transportation Demand Strategies for Bicycle Parking are included in Appendix F of the Transportation Strategy Report.
