City Hall unveils its plans to bring NYSoho to Tel Aviv
The Tel Aviv municipality is considering the construction of a huge residential neighborhood and commercial center project for artists, in the spirit of New York's Soho district. Ownership of the huge compound between Hamasger Street and the Ayalon highway, which covers an area of about 500 dunams (125 acres), is divided between private landowners and the city, which recently held a meeting to discuss the project.

Under the proposed plan, a multistory commercial and industrial complex similar to the Azrieli center will be built in the northern part of the compound, between Yisraeli and Kaplan streets, Tel Aviv municipal engineer Danny Kaiser said. Hundreds of residential units are planned for the entire area south of this point, in the region of the Montefiore neighborhood to Ben Avigdor Street.

The area currently houses light industry workshops and auto repair shops. The idea is to strengthen the compound by creating a special residential neighborhood that would include studio apartments. Kaiser said the target market for the plan is a population that is willing to live near main roads and a business center, adding that young people and artists who are happy living in less elegant surroundings are already moving into this area.

"Our approach," said Kaiser, "is that a business center should not be abandoned after office hours and that when it is combined with residences, the area feels safer and can be lively in the evenings, too."

The Tel Aviv Local Planning and Building Committee yesterday rejected a plan by architect Avraham Yaski for Kikar Hamedina. The site's landowners chose Yaski's plan for the site.
The Local Planning Committee ruled that Yaski's plan deviated from the instructions in the outline plan, which permits the construction of three high-rises. Yaski designed three pairs of high-rises - six buildings - with no links between them.

The Kikar Hamedina plan, approved in 2000, made headlines during the design competition 18 months ago. The Yaski & Partners firm won the design competition. The design called for three pairs of 25-storey high-rises, with 387 luxury apartments, 15,000 sq.m. of commercial space, 2,700 parking spaces, and 6,000 sq.m. of public space that would be given over to the Tel Aviv municipality.

Tel Aviv municipal engineer Danny Kaizer supported the design of architect Moshe Zur, while some landowners backed the plan submitted by the Rothman-Raz architectural firm. The Local Planning Committee asked all the project's developers to submit all the competing architectural designs.

A "Globes" investigation in October 2002, which relied on the professional parameters that were the basis for the architectural designs, found that Rothman-Raz's design was preferable to Zur's, and far more acceptable than Yaski's.

The Tel Aviv Regional Planning and Building Board objections subcommittee has authorized the plan for the city's wholesale produce market. Under the plan, the wholesale market's existing buildings will be demolished, and a commercial, business, and residential complex will be built on the on the 50-dunam (12.5-acre) site, located between Menachem Begin Rd. (formerly Petah Tikva Rd.), Carlebach St., and Hahashmonaim St.
The plan calls for the construction of a 40-storey high-rise along Begin Rd., and 12-storey buildings along Carlebach St. and Hahashmonaim St. The plan includes 1,125 housing units, 100,000 sq.m. of office space, and 20,000 sq.m. of commercial space, plus a 15-dunam (3.75-acre) open public space in the center of the site.

The planning board stipulated that most of the public space comprise gardens with easy and clear access, and wide passageways from all surrounding streets.

The cabinet decided to move the wholesale produce market to a 1,400-dunam (350-acre) site at Missubim junction. Moshav Kfar Azar opposes the decision, claiming that it has owned the land for many years, and has rights to it.

The deadline for submitting bids in the Tel Aviv light railway tender will be postponed by at least five months. At a meeting with NTA Metropolitan Mass Transit System, representatives of the three competing consortia announced that they would not meet the March 31 deadline for submitting bids, and asked that it be extended.
The tenders committee, headed by Ministry of Finance deputy Accountant General Haggai Miller, is due to decide soon on another postponement of at least five months. The tenders committee has not yet convened to discuss the request by the consortia, but it is believed that the request will be granted for lack of choice.

The deadline for submitting bids in the build, operate, transfer (BOT) tender for the Red Line of the Tel Aviv light railway project has already been postponed twice. The original deadline was August 2004, and the deadline was first postponed to November, and then to March 31, 2005.

Under the original timetable, the railway was scheduled to go into operation in 2010, but the operating date will now be delayed until 2012.

Representatives of the consortia gave two reasons for their request for a postponement. The first is changes in the composition of the consortia as the result of the withdrawal of some companies, and the addition of others. The participating groups said that they had directed their efforts to assembling their consortia, and had not had time to prepare their bids. The second is that the tender is expensive and complex, requiring a high level of engineering expertise.

NTA general manager Yishay Dotan told “Globes”, “The groups have made a request, but the decision about a postponement will be made by the tenders committee.”

The cost of the project was initially estimated at NIS 1 billion. NTA now says that it will cost over NIS 6.5 billion, and the Ministry of Transport estimates the cost at NIS 8 billion.

Dirom Construction Company (DROM), controlled by Ezra Khakshouri and the Reuveni family, has new troubles. After seemingly putting most of its troubles behind it by selling many properties, it turns out that celebrations were still premature. Dirom reports that it has received a demand for repayment of a $3 million debt from Bino Investments, controlled by Zadik Bino.
Dirom has been told to repay the loan early next week. If it does not do so, the holder of the bonds collateralized by Dirom's shares in Beeri - King Shlomo Towers Ltd., which is building the luxury Beeri Nahardea project in Tel Aviv, will sell the shares.

A query to Dirom found that the letter demanding repayment of the loan was sent by CE, a company owned by Canadian investors, represented by Adv. Dr. Avi Weinroth. In early November, CE signed an agreement with Dirom to acquire its 40% stake in, and its rights to, Beeri -King Shlomo Towers, for NIS 32 million, to be backed by construction of offices and residences in Warsaw.

Dirom claims that CE bought from Bino Investments bonds given as collateral for the debt, in order to use them to pressure Dirom to close its deal with CE. This deal, signed almost three months ago, has been delayed because a fundamental clause has not been met: Bank Hapoalim's (LSE: BKHD; TASE: POLI) willingness to lend NIS 200 million to finance construction of the second stage of the Beeri Nahardea project. The bank lent over NIS 250 million to finance the project's first stage.

Another possibility is that CE sees a chance to acquire shares in Beeri -King Shlomo Towers cheaply, by foreclosing the lean on the shares, while exploiting Dirom's cash flow problems. This would save CE half the cost it would have had to pay Dirom for its stake in Beeri -King Shlomo Towers under the terms of the deal.

Dirom, managed by Joseph Granot, announced today that it was examining with its legal advisors the legality of CE's demand, while simultaneously considering its options. "Globes" previously reported that a group of Canadian investors, operating through CE, was simultaneously negotiating to acquire A. Arenson Ltd.'s 20% stake in Beeri -King Shlomo Towers. It cannot be ruled out that this deal has already been completed.

Weinroth also represents Stooga International, which owns the remaining 40% stake in Beeri -King Shlomo Towers. Stooga is also controlled by Canadian investors, and the possibility that CE and Stooga's investors are one and the same cannot be ruled out.

Ah... no! I looked at all the project renderings, and selected about three as my favorites, and Kikar HaMedina was one of them.. and then I read that the design was rejected! It was much nicer than the new one, IMHO.

The best of all is 96 HaYarkon, and other good ones are Sitonai, and the South Kirya development.

Why are some towers "on hold", such as Amkor? BTW, from that rendering of it, it looks very wrong in the middle of low-rises on its own. That's not a suitable location for a 200 m + tower.

The reason why it's on hold is b/c the company does not have the money it currently needs for the construction of it. You have to understand that construction/demolition is pretty expensive, and when there is not a lot of money, it's just put on hold. Amkor (Ampa) will hope to get the money to construct Tel Aviv's tallest from the revenue it gets from the other buildings and its current markets. Until then, it cannot be constructed. Being on hold does not mean that it's cancelled. Afterall, the foundation for the Amkor Tower has been made, and the company has not mentioned that they will have to scrap it.

It has been around the last few decades. There are still a number of projects going on right now as there were then. BTW, the Weizman Ctr is completed, while Tzameret Tower 3 and the Museum Tower are both nearing completion as of last month.

Clal Insurance Enterprises Holdings Ltd. (TASE: CLIS) will sign an agreement next week to buy a lot in Ramat Hahayal, Tel Aviv, with two buildings, from Nof Haaretz Construction Enterprises Ltd. for $22 million. Clal Insurance reportedly expects to get a return of 8.5% on the deal.
The two buildings have 10,000 sq.m. in aggregate space. The first building, with 4,000 sq.m., was leased to Eurocom Communications in late 2004 at $730,000 a year in a seven-year index-linked lease. Eurocom will occupy the premises in early 2006.

The second building, with 6,000 sq.m., was leased to the Israel Police Yarkon Sub-District in mid-2004. The police will pay $1.14 million a year in a 20-year lease, for a total of $22.8 million. The police will pay $12.50 per sq.m. per month, plus $90 per month for each parking space. The police expect to occupy the premises in late 2005. The building is now being adapted to the police's specifications to replace the Yarkon Sub-District's current headquarters on Harakevet St. in south Tel Aviv.

Israel Railways reports 71,000 passengers on the Tel Aviv-Ben Gurion Airport line. The number of passengers using the Tel Aviv-Ashdod line rose 23%, compared with January 2004, to 350,000.

Israel Railways general manager Yosef Mor said the Tel Aviv-Jerusalem line would be inaugurated this year, and the Ashdod-Ashkelon and Tel Aviv-Kfar Saba tracks would be doubled.

The south Ministry of Defense headquarters (the Kirya) compound in Tel Aviv opened last week, and various government ministries and agencies are now occupying the premises. Half Jubilee Ltd., owned in equal shares by Africa-Israel Investments (TASE: AFIL) and Minrav Holdings (TASE: MNRV) built the project. The first stage comprises a 24-storey tower with 48,000 sq.m. of office, main and service space, and 1,000 sq.m. of commercial space on two floors. The project's second stage is still under construction, and scheduled for completion by year-end. The second stage, comprising 26,000 sq.m. of office space on 13 floors, is now being marketed.
The government agencies occupying the building include the Israel Tax Authority (22,000 sq.m.), the Ministry of the Interior (4,000 sq.m.), the Ministry of the Environment (2,000 sq.m.), the Ministry of Housing and Construction (3,000 sq.m.), the Ministry of Justice and Land Registry (4,000 sq.m.), the Israel National Employment Service (3,000 sq.m.), the Israel Land Administration (ILA) Tel Aviv and Central Regions (4,000 sq.m. each), the Government Printing Office (1,000 sq.m.), and the Civil Service Commission (1,000 sq.m.).

The government agencies are paying $15.60 per sq.m. per month in rent and $7 per sq.m. in management fees in 20-year contracts. The 36,0000 sq.m. in space the agencies are vacating are in the jurisdiction of the Tel Aviv municipality.
