Levine, who already owns a 34-story rental tower across the street at 312 11th Ave., wants to bring a new rental tower to the 62,000-square-foot L-shaped lot.

The development site, which comprises an old Mobil gas station, a gallery and several small brick buildings, runs the entire length of 11th Ave. between 29th and 30th Sts. and encompasses nearly 40 % of the entire city block. Under the terms of the deal, Levine's Douglaston Development would head up construction of the tower and lease the site for 99 years, while the family would retain ownership of the land beneath.

Levine's deal for the site is contingent on the upzoning and how much he pays for the lease will ultimately rest on just how high the city allows him to build. The going rate for similar deals in the neighborhood is north of $300 per buildable square foot, experts said.

Levine declined to confirm the details of the deal, but a source close to the transaction said the mogul is "optimistic" about his chances of getting the zoning change.

Developers have been lining up to grab the site, which is in the up-and-coming Hudson Yards area on the west side.

The site is a skip and a jump from the Related Companies' Hudson Yards megaproject, a $20 billion residential and commercial development comprising 16 skyscrapers at the site of the West Side rail yard in the West 30s.

Douglaston is the development company behind the Edge condominiums in Williamsburg and the Zinc Building in Tribeca.

Well, if flooding is a risk, they need to do something about it soon. A barrier is needed for the future as you can't just allow that real estate to lie dormant in Manhattan.

Ah, the average American. :haha:

In terms of flooding, most likely they will figure out a solution once it occurs more. For some reason, people don't learn from the past. That flood barrier will start to make more sense for example once another big storm hits. And it will... just a matter of when. But I wouldn't worry. This area will be fine. This is Manhattan where talking about. While most of the city in a big storm will lose power, this island will be light because the city cares about it more. Its the truth. The wealthy areas will be okay, but for non-wealthy, better get a candle.

Flooding is not really an issue in newer buildings. The city already requires generators and vital mechanicals above the 1000 year floodplain.

When Sandy occurred, newer buildings were mostly unaffected. Old buildings were hard-hit.

“I’m somewhat concerned, even with the meager 10,000 units [being produced annually], that supply and demand will start to level out, and you will see a flattening, not a falling, of condo prices,” he said.

That being the case one wonders why he is so interested in building yet another luxury tower in Manhattan and one so close to another such building that he already owns at that. Levine owns a 34story rental tower across the street from his new proposed project at 312 11th Ave.

So there’s still a lot of work to do, but I’m not opposed to the housing on the site and I think it’s a good opportunity to get affordable housing and to get money for the Hudson River Park.”

Funds from the sale of the air rights could go toward building a pair of esplanades in the park. The City Planning Commission scheduled a hearing on the air rights sale for May 17.

It would include approximately 200,327 gsf of residential space (Use Group 2), approximately 22,458 gsf of commercial space (Use Group 6) (including 8,488 sf of cellar level back of house and retail storage space), and 39,507 sf of other uses (including parking/mechanical with 47 parking spaces). Approximately 219 residential dwelling units would be developed.”

Developers Douglaston Development and Lalezarian Properties want to bring a total of 1,200 apartments to 601 West 29th Street and 606 West 30th Street, respectively. In order to do that, these sites need to be zoned residential, and in order to build at the scale the developers want, they’re trying to purchase unused air rights from Chelsea Piers through the Special Hudson River Park District. For the project to move forward, it now needs the approval of the full City Council.

As plans stand right now, Douglaston has brought on FX Collaborative (formerly FXFOWLE) to design a 62-story building at 601 West 29th Street with 990 apartments. Lalezarian has contracted Ismael Levya Architects to design a 37-story building with approximately 220 apartments. Of the 1,200 or so units, about 300 will be affordable, and 247 of these will be located in Douglaston’s building. Both towers are located between Eleventh and Twelfth Avenues.

In addition to the apartments, both sites will have also have retail and parking. The larger of the two buildings will also have space for an FDNY-EMS station. Funds from the air rights sale will allow the Hudson River Park Trust to carry out renovations on the Chelsea Waterside Play Area, among other parts of the park.

In February this year, CityRealty reported that the developers had commenced preliminary demolition work at the site. The full City Council is expected to vote next week to seal the fate of this massive West Chelsea project.

Ares Management’s Real Estate Group and Douglaston Development Announce Joint Venture to Develop 58-Story, 931-Unit Hudson Yards Mixed-Use Residential Tower
Joint Venture Also Closes Construction Financing for the Development Located at 601 W. 29th Street

Real estate private equity funds managed by affiliates of Ares Management Corporation (NYSE:ARES) and Douglaston Development announced today that they have established a joint venture to develop 601 W. 29th Street (a/k/a 311 Eleventh Avenue), a 931-unit luxury mixed-use residential development located at the intersection of Manhattan’s West Chelsea and Hudson Yards neighborhoods.

The joint venture also announced today that it has received construction financing for the project from a syndicate of banks led by HSBC, with co-lenders Bank of China and Landesbank Hessen-Thüringen (“Helaba”) with participation in the loan facility from Santander Bank and Raymond James Bank. The joint venture also closed upon the acquisition of approximately 120,000 square feet of air rights from Hudson River Park, with the proceeds going towards funding significant park improvements in the neighborhood.

“Douglaston is thrilled to kick-off our new partnership with Ares on this ground-breaking development,” said Jeffrey Levine, Chairman of Douglaston Development. “I am very proud of my team for how far along we have come with this project. It took multiple years to get this very complicated nearly 1-million-square-foot site rezoned and assembled.”

The market-leading, 50,000-plus-square-foot amenity package will include an expansive fitness center, multiple outdoor terraces, a pool, private cabanas, resident lounges, and pet daycare. 601 W. 29th Street will be comprised of 931 residential units (697 market rate and 234 affordable units), 186 parking spaces and 15,000 square feet of Class-A retail space. Demolition and site work are already underway, and the project is expected to open in late 2022.

The one-story garage that used to sit on the eastern end of the rectangular-shaped property has been completely cleared to make way for 601 West 29th Street, aka Tower A. Tower A will yield 730,000 square feet of residential space divided among 931 apartments, for an average of 780 square feet apiece, indicating rentals. There will also be 9,300 square feet of ground-floor retail. To build a structure of this size required the transfer of 123,000 square feet of air rights from Chelsea Piers. Of this total, 4,562.5 square feet of air rights will go to Tower B. The 545-foot tall development known as Tower B will yield 312,350 square feet, with 192,780 square feet designated for residential space and 14,240 square feet for commercial space. It will have 260 residences, with average unit scope of 741 square feet, also indicating rentals.

Tower A’s amenities will include a lobby with concierge service, a fitness center, a sports simulation room, a music room, and a potential outdoor public terrace on the second floor with retail. The sixth floor will have a residents-only outdoor terrace with a lounge and an outdoor swimming pool. The 40th floor will have a garden terrace connected to a private residential library. Aside from the known 30-foot-long rear yard and 56-parking-space garage, amenities of Tower B have not been revealed.

Both planned buildings won’t be as tall as anything else built in the first phase of Hudson Yards, but they will nonetheless contribute to the density of the skyline in this new neighborhood and maintain a prominent position in front of the eventual second phase of Hudson Yards.

Completion of 601 West 29th Street is expected sometime in 2021.

In that photo above of demo, the right side is 606 West 30th with the left being 601 West 29th.

Left side will yield the taller tower.

Looks like the design has lost some of the interest it had going in the facade. It's a simple flat grid now. Looks fine, at least.
