Well, if flooding is a risk, they need to do something about it soon. A barrier is needed for the future as you can't just allow that real estate to lie dormant in Manhattan.

In terms of flooding, most likely they will figure out a solution once it occurs more. For some reason, people don't learn from the past. That flood barrier will start to make more sense for example once another big storm hits. And it will... just a matter of when. But I wouldn't worry. This area will be fine. This is Manhattan where talking about. While most of the city in a big storm will lose power, this island will be light because the city cares about it more. Its the truth. As New York is a city completely surrounded by and in water, the building code reflects that.

A fine addition to the HY area. It will add vibrancy to a new neighborhood and the popular High Line Park will surely attract residents to this area.
