It should be Cuomo the one resigning. The MTA is a State-run agency. For 9 years Cuomo has being Governor and he had let the subway to fall apart into State of Emergency.

Article on 42nd Street station renovations. Not mentioned in article, but I believe you will be now able to walk the full length, from Port Authority to Grand Central. The pedestrian tunnels already exist.
