Regarding the Kenyatta Johnson indictment, I have long thought that the only way to force City Council to drop the hated "councilmanic prerogative" -- a source of so much corruption and bad policy in the city -- was for the US Attorney's office or the FBI or some other law enforcement agency to aggressively prosecute City Council members for the back-scratching, pay-to-play culture it fosters. City Council isn't going to reform itself and someone has to force the issue. If you indict enough of City Council members, then maybe the 7 citywide council members would have the courage to step in and force a change in the way City Council operates. That wouldn't get you a majority but it might allow you to peel off a handful of sane other Councilmembers (if indeed there are enough). I wish someone else had the power to stop City "Council being Council", but the 10 district representatives will die fighting on that hill. The Mayor cannot fix it on his own. We the voters cannot file for a referendum. I cannot come up with a way for the state to do anything about it. It seems to me like the only likely solution

I'm sure the case has many tentacles, but from what I see/know, Kenyatta actually didn't do anything that was considered illegal within the jurisdiction of Philadelphia. Luckily, we fall in other jurisdictions that can challenge what is considered precedent and maybe bring about the change that should be coming from within. |
