Seismic Resitivity as byproduct

Which type of structures show good seismic resitivity although not designed for? I believe this is for most framework types correct, but it is obviously also the case for some other tower structures like Riga TV Tower, which is according to https://de.wikipedia.org/wiki/Fernsehturm_Riga able to stand earthquakes of magnitude 8.5, although no strong quakes ever occured in Latvia.
