Mismanagement could delay Penn Station’s $1.6B expansion into Farley Post Office to 2021, says Amtrak IG :hell:

Quote:

Amtrak mismanagement could delay by three months Penn Station’s expansion across Eighth Ave. into the Farley Post Office, says a report published Wednesday by the railroad’s inspector general.

Gov. Cuomo has for months said the shiny new station — named Moynihan Train Hall after the late New York Sen. Daniel Patrick Moynihan — would open by the end of 2020.

But mishaps early on in the project on top of delays caused by the COVID-19 pandemic could push the debut back to March, the IG report states.

The train hall will serve as Amtrak’s New York hub and offer an alternative to Penn Station for NJ Transit and Long Island Rail Road riders while they wait for their trains. The new space will also include retail, and Facebook last month inked a deal to occupy 730,000 square feet in the redeveloped building.

The project initially was supposed to be completed by March 2021. At Cuomo’s request, the timeline was moved up three months — but the IG says that deadline is unlikely to be met.

Amtrak in 2017 committed to $106 million of work on the $1.6 billion project — including installing ventilation systems, construction of new office space and a wayfinding system for passengers.

A combination of inexperienced managers and no set construction schedule on the Amtrak portion of the project led to cost overruns, the report states.

In the summer of 2019, Amtrak officials discovered “some program team members had been unilaterally approving contract changes that committed the company to additional spending without executive approval,” according to the report.

According to Amtrak, certain functions that may not be on line by December is passenger information displays or other spaces used for station operations and employees until March 2021.
Quote:

A spokesman for Governor Cuomo said the Amtrak portion of the station only equals about a tenth of the project scope, or 100,000 square feet, saying that even if Amtrak is not on time the rest of the 1.5 million square foot project will be.

“Amtrak’s project is a subcomponent of the larger train hall, representing less than ten percent of the overall project, and it would be a mistake to draw broad-based conclusions from this narrowly-focused report,” said Eric Gertler, CEO-Designate of Empire State Development. “The Moynihan Train Hall will be complete by the end of this year, on budget and ahead of schedule, and Amtrak leadership have assured us they will meet that timeline. Once completed, it will provide New Yorkers with the modern transit hub they deserve, while honoring the legacy of the original Penn Station. From the Kosciuszko Bridge to the Albany Airport to the new Rochester Rail Station, this administration has a history of delivering major infrastructure projects on time and on budget — and after 30 years of delays, we will do the same at Moynihan Train Hall.”

I don't know if it's so bad. The cost overruns were almost a given with this thing. They moved the completion date up, and can't make it, so they're going back to the original completion date, a few months later. But the good news is that overall it's on track, and should (should) open by the end of the year. I try to get peeks as I'm walking through there. You can smell the newness of it all. Likewise, at the opposite end, the new 7th Avenue entrance is on pace to open by the end of the year. That's something to look forward to as this awful year comes to a close.

It won't really do that though. The entrance on 34th doesn't work that way, and yeah, it's a different shape. But it won't work like that.

It's been closed for a couple of decades. The state (which now owns the building) has since used it for various events, like fashion week. The postal lobby has been and will remain active as usual.

NYC's Moynihan Train Hall a bright alternative to Penn Station in 2021

By Jesse Coburn
December 28, 2020

Quote:

Long Island Rail Road commuters sick of the crowded, windowless hallways of Manhattan's Penn Station have a brighter alternative to look forward to in the new year.

After more than three years of construction, the new Moynihan Train Hall — directly across 8th Avenue from Penn Station — will open to passengers Jan. 1, Gov. Andrew M. Cuomo’s office announced Sunday.
Quote:

The 255,000-square-foot facility, located inside what was once the city's main post office, will offer a new access point to 17 of Penn's 21 tracks, enabling LIRR and Amtrak riders to avoid the station’s maze of dingy underground passageways when buying tickets and waiting for trains.
In a statement, Cuomo hailed the completion of the $1.6-billion project — on-time and within its budget — as a "monumental accomplishment."
"New Yorkers have known for decades that Penn Station needed to be re-imagined," Cuomo said. "The pandemic did not stop us from dreaming big and building for the future."
Quote:

Cuomo, in his State of the State address last January, unveiled a proposal to acquire the block south of Penn Station and build eight new train tracks underneath, expanding track capacity by 40%. Cuomo spokesman Jack Sterne said Sunday the project is under environmental review.
Sen. Todd Kaminsky (D-Long Beach), a member of the state Senate’s Transportation Committee, said Sunday the completed Moynihan project should make for a more pleasant commute for LIRR riders traveling to and from Manhattan. But more work is needed, he said, to solve the other capacity, safety and access issues that plague Penn.

"There's a lot we need to do at Penn Station," he said. "This is a good part of it, but there's a long way to go."

New Moynihan Train Hall Is Set To Open January 1st

BY SYDNEY PEREIRA
DEC. 27, 2020

Quote:

Train operations at the new Moynihan Train Hall are expected to begin January 1st, according to the governor's office. The $1.6 billion project turns the century-old Farley post office building into a transit hub increasing Penn Station's size by 50%.

The Moynihan Train Hall is connected to Penn Station via underground passageways, and features a 92-foot high glass skylight, expanded waiting areas for travelers, free WiFi, a lounge area for nursing mothers, and other features.

It is a welcome addition for sure, but until our elected "leaders" get their acts together and give us a proper Penn Station, it will never be anything besides a pretty gauze on a gaping wound.

The photos of the empty station look like a city frozen in time. It will be interesting to see the station begin to come to life. The station and the rest of the building still has more work to go, but the train hall will be in use for the public.

They’re further along inside than I previously thought. I love public spaces and mass transit, so it’s exciting to see this entry into cityscape open up. No doubt it will be seen many times, whether you are in New York or not. I had already become accustomed to using the Moynihan exits, so the new hall opening up is like some great magic trick, as if it appeared out of thin air.

It's a long overdue addition.

I tried to familiarize myself a little with the layout. Only the Moynihan Hall portion of the building is open. And the restaurants, stores, and food hall aren't open yet either. The building will become much more lively when that happens, and when Facebook moves in. But it's already a beautiful site. Didn't get to see all of it just yet, and didn't get over to the east end to see what's going on there. But I'm excited to finally see this thing open. It's already a destination of it own.

I hope there's at least one Hudson News and one Dunkin Donuts in the new Train Hall ... can't stand Starbucks ...

Mostly likely there will be. There's already a coffee shop open, I didn't pay attention enough to see what it was, but don't think it was a Starbucks. The food hall itself isn't scheduled to be open until the fall (and with the ongoing pandemic, it's just as well). But I think some of the retail in the train hall itself will open sooner. I already saw a Magnolia Bakery that looks like it will open soon down on the main floor. They make good stuff.

But yeah, the place is busier, there's a buzz around, like everyone is excited for the place. Or maybe everyone's just been locked inside for too long. People were even stopping to check out the renderings of coming stores and restaurants. Even at the east end, with the new 7th Avenue entrance, there was a buzz. Something for the people to get excited about in these times.

I took a few clips, and more pics on Day 2 of the opening...

Made it over to the 33rd Street entrance today, and I hadn't realized before the difference in grade between 33rd and 31st Street. So the mid-block passage, which you have to go up a level to reach from the 31st Street side, is at street level on the 33rd Street side. This is where you will get into more retail, and make your way to the food hall, and 9th Avenue.

I know everyone is oohing over the hall but the new departure boards are shockingly good. Just amazing.

Only upgrade would be to display NJT trains that are accessible from the hall but I assume that's a result of never ending turf wars.

Fantastic hall!! But I am sorry that it is closed 1-5am. Is instead open 24/7 the new 7th avenue/33rd street entrance? Thanks for the possible reply.

NJ Transit backed out of being a "tenant", and also didn't extend the first two platforms (tracks 1 - 4). As a result, those tracks aren't accessible from the main floor, but are from the mezzanine level. But regardless, NJ Transit uses those other tracks, so you can still end up in Moynihan, there just isn't a display screen there.

NJ Transit also has a nice train hall of its own, although much smaller than Moynihan, on 7th Ave, and will be the main user of the expansion south.

Yes, that is the plan. I don't know if that's to be permanent, or if it's to coincide with the current subway service closures during those hours due to the pandemic. But it's said that it would close between 1 a.m. and 5 a.m. Grand Central also closes for a few hours. But between those hours, Penn Station isn't nearly as crowded as it is in daytime hours, so I don't think it would affect much.

A little more on the planning for further improvements to the current station as well as the expansion south...

Newark Penn is similar. Closes for a little bit at night, very late at night. Usually to clean the Amtrak benches from the folks sleeping on them.

That's the thing with NYC projects. They take eons in some cases to happen, way over budget in some cases (especially with transit or anything MTA/Rail/Bridge related)... but... BUT... they are top notch quality.

Its a suiting station expansion for the future of the neighborhood. Empire Station will be the premier location in time!

I really can't wait for the shops and the food hall to open.

not sure about the new entrance specifically, but:

What are the hours of operation at Moynihan Train Hall?

Moynihan Train Hall will be open to the public daily from 5:00 a.m. through 1:00 a.m. Moynihan Train Hall will be closed to the public between 1:00 a.m. and 5:00 a.m. Between 1:00 a.m. – 5:00 a.m., all Amtrak operations will be handled at New York Penn Station including baggage, Red Cap services, access and egress to platforms.

$60 Million High Line Expansion to Connect Park to Moynihan Train Hall
Gov. Andrew Cuomo will propose a 1,200-foot elevated pathway that will lead to the new Penn Station development, to be financed by public and private funds.

By Mihir Zaveri and Daniel E. Slotnik
Jan. 11, 2021

Quote:

For more than a decade, the High Line, an elevated park that stretches for nearly a mile and half through the West Side of Lower Manhattan, has been a symbol of ambitious urban renewal: a sleek, tree-lined walkway created from an old run-down rail line that cuts through once-industrial neighborhoods.

Before the pandemic, it had become a major New York destination for residents and out-of-town visitors alike, drawing about eight million people in 2019.

And now, the park, which showed how the city could reinvent itself and reimagine decaying spaces, is to be expanded.
Quote:

Gov. Andrew M. Cuomo said on Sunday that the High Line will be extended to connect to the newly opened Moynihan Train Hall, a project that he said help spur development in the surrounding neighborhoods and boost an economy facing a deep crisis because of the pandemic.
Quote:

The new link, officials said, will provide an alternative way to access the new station, which serves Amtrak and the Long Island Railroad. It’s part of a broader package, including the new train hall and improvements sought for Pennsylvania Station, that seeks to improve the experience of taking mass transportation into and out of New York City.

A 1,200-foot elevated walkway will connect the existing High Line at 30th Street to a pedestrian path at Manhattan West, a mixed used development adjacent to the train hall.

State officials could not provide a specific timeline on when construction on the expansion would start or when they expected it to be complete.
Quote:

The state is also eyeing another possible expansion of the High Line to connect it north to Pier 76 on West 38th Street, where Mr. Cuomo wants to turn a Police Department tow pound into another park. The existing High Line travels 1.45 miles from 34th Street south to Gansevoort Street in the Meatpacking District.

https://a4.pbase.com/o12/06/102706/1...O.IMG_5352.JPG

Quote:

State officials estimate the connector between the High Line and Moynihan Train Hall would cost about $60 million, though that figure could change.

Mr. Cuomo said one-third of it would be financed by the state; another third would come from Brookfield Properties, the developer of the mixed-use development next to the train hall; and the remainder would come from nonprofit groups and other private organizations.
