Proposed Phoenix Country Club Highrise Residential

This is a proposal for "a multifamily high-rise residential development with a building height of 164 feet and 15 stories" at the northeast corner of 7th Street and Thomas in what is now a parking lot for the Phoenix Country Club. The golf course itself is in a county island the the proposed site is in the city. City staff is recommending against approval. The Encanto VPC will hear it Monday night. |
The corner at Portland/3rd St is fenced off for the hotel development. Sign is onsite with a rendering of the Cambria that will be going there.

This project really fills out that lot nicely. Almost a bit too deep with the historical setback, but filling one of those single-family estate lots with a 7 story building is a win.
Portland St has so many holes waiting to be filled. Should be fun to watch. |

In reading the objections of city staff, it looks like the main theme is that high-rise development should be clustered closer to the light rail corridor. In theory I agree, but I wonder if we're splitting hairs here. Would this be approved if it were on the west side of 7th Street and therefore within a half mile of light rail? I also wonder what the outcome will be if the project is turned down. Will we see proposals like this clustered more in the zone the city wants, or will the proposals just not be made at all? It reminds me of some discussions of Phoenix history: Would Phoenix's downtown be stronger if high-rise development had never been permitted in Midtown? Or would the development just not have occurred anywhere within Phoenix city limits?

There's no direct planning precedent for it and in fact enough precedents against it so it's too tall by default. Except one--it is splitting hairs as it's across the street from where 250' would more or less be allowed by right.
In any event, it's just planners doing their job, but after studying the history of many plans, Phoenix planners have historically simply responded to the market. |
I think it would be strange to live in a luxury condo across the street from $600/mo apartments, a vacant gas station, a circle k, a check cashing place, and a vacant office building. Wouldn't be a good buy in my opinion.

If we're going to have that golf course there we may as well have it be the center of something useful. It's a stretch to think luxury condo dwellers over a golfcourse would be regular customers of the light rail.
