Yup. Typically a large condo in Toronto gets 3 major permits - excavation, below grade, and above grade.
Excavation doesn't need any approvals to get issued - it's typically called "soil remediation" to bypass the need for a Site Plan agreement. Below grade needs an agreement in principle for the site plan approval - even if technical clearances haven't been satisfied. Above grade needs zoning to happen, as zoning only regulates structures above grade. That's what's been holding this up as even though it's approved with conditions they hadn't cleared all their conditions for the zoning by-law amendment to come into law. |

Hopefully this hints of the structural steel’s arrival soon. The 4 yellow supports lying on-site will be vertical, presumably to support the 45 degree angled steel from the super columns.
