Lotte wants to get permission to convert some of the offices planned for this tower into residences, but the city is refusing to approve the change. Lotte apparently doesn't see a full office tower here as viable given the market. Until the market changes or they get approval for apartments, the tower isn't going up.

The original was more robust lookin, but this one at least is creative and not dull. Korea does a nice tower, they have some intereting ideas. This one is no exception.
