]Census: May 2022 Business Applications from Corporations, by State
 
There doesn't seem to be much rhyme and reason in the varying growth stats that swing wildly seemingly from state to state in much of the country.

I think you would have to do it per capita.

EDIT: Though I guess the percentages are OK to not do per capita.

Small business can choose to register as a corporation, so it’s usefulness may be more in terms of which state have a populace that leans towards entrepreneurship to make a viable living. So I think states/cities that are service oriented would be high on these metrics.

your list is missing Idaho, which is historically pretty strong in applications.
