Assuming it's a small child miraculously floating ~6' above the ground...

Though, this is still an unworkable idea. Look at that freaking wingspan... if we're talking about taking flight as a conventional plane would we're talking about some pretty dramatic damage to a suburban neighborhood. If this thing is capable of vertical lift-off, we're still looking at some pretty serious damage from the forced air.

As it is, the Baltimore subway might be the most tragically underused transit asset, relative to its capacity, in the United States. (Philadelphia's Broad Street Subway, with four tracks for most of its length, but only 111,575 average daily riders per the most recently released reports, and through-running regional rail tunnel used for barely more than low-frequency commuter service give it a depressing run for its money)

For those curious about it, there's quite a lot here, including a map of the system once envisioned.
