I lost track of this thread. Can someone please explain, link to 1) what the final approved plans are for this; and 2) what’s being done in “phase 1” (or are they going ahead with the whole project at once)?

Phase one is completed and opened already.. Penn Station west end concourse is now connected to the Farley Building.

Phase two has started and is in progress.. to be completed by 2020.. here's a link from Curbed NY with the details and some photos.

One thing at a time. This will GREATLY enhance the circulation, flow, and feel of Penn Staion - taking it from the current dump to something the City and passengers can be prouder of. Getting that rail tunnel built is a must, and will enhance the capacity issues. Both have to be done, but better capacity aside, visibility and access goes a long way.

^ The bus station itself would need to be as large as Penn Station. There are current issues with trying to expand the Port Authority bus terminal alone. Not to mention you don't need more buses crowding the streets around Penn Station.

At the end of 2020, after Amtrak moves to Moynihan Station, the company will leave 50,000 square feet of its 260,000 square feet of space at Penn Station, which will open Penn for redevelopment. Amtrak still owns the station, but leases sections to LIRR and NJ Transit.

As part of a move to increase station cleanliness and efficiency, Amtrak plans to hire a private property manager to operate the company’s concourse in Penn. It is not yet clear if the manager will oversee the other company spaces.

“First and foremost, we want to make the station focused on travelers still,” said Amtrak official Janet Campbell-Lorenc, who is also managing the station overhaul. "It’s still about rail travel and helping customers through the building. But we also want to generate revenue.”

New York state is working on its own planning process, however—MTA and Gov. Andrew M. Cuomo have expressed interest in using the free room to spread out customers from LIRR’s cramped space.
